Under PSPCL, Ministerial Service Rules, there are certain important definitions applicable to all the employees working under Punjab State Power Corporation Ltd. as stated below:
Family: (MSR-2.20) means a board employee’s wife or husband, as the case may be residing with the board employee & legitimate children & step children residing with and wholly dependent upon the board employee.
Except in Regulations 2(6) of the PSEB, MSR Vol.-3 (TA Regulations), it includes in addition parents, sisters & minor brothers, if residing with and wholly dependent upon the board employee.
Age: (MSR-2.7) means the day on which a boar employee retires or is retired or is discharged or is allowed to resign from service, as the case may be, shall be treated as his last working day. The day of death shall also be treated as a working day.

Tenure Post: (MSR-2.59) means a permanent post which an individual board employee may not hold for more than a limited period.
Probationer: (MSR-2.50) means a board employee, employed on probation in or against a substantive vacancy in the cadre of the board. This term doesn’t, however cover a board employee who holds substantively a permanent post in a cadre and is merely appointed ‘on probation’ to another post.
Length of Service: (As per para-3 of Appendix-B of chapter 10 in MSR-vol-1-Part-1) means the total period running from the date from which service for Pension commence or is likely to commence.
Chief Public Office: (MSR-2.14) 'Chief Public Office' means:
a) At the headquarters of a District : The Court of the Deputy Commissioner.
b) At a cantonment : The Station Church or such other place as may be fixed by the competent authority.
c) At an Out -Post or Tehsil : The court of the officer, in-charge of the Out-post or Tehsil.
d) At all other places. : The Police Station, or, if there be no police Station the Post-Office, or if there be no Post Office, the point designated by Competent authority.

Chief Executive Officer: (MSR-2.15) "Chief Executive Officer" means the Secretary to the Board and any other officer who is/or may be delegated as such by the Board from time to time.
Cadre: (MSR-2.13) 'Cadre' means the strength of a service or a part of a service sanctioned as a separate unit.
Head of Office: (MSR-2.29) 'Heads of Offices' means the authorities designated as Disbursing Officers or any other authority declared by the Board to be the Head of an office.
Head of Department: (MSR-2.28) (As per RC-06/2008) means the Secretary of the board, chief Accounts Officer, Chief Engineers & Other equivalent rank non-engineering officers in the pay scale of Chief Engineer or any other Authority specially appointed by the board to exercise the powers of Head of Department.
Competent authority: (MSR-2.17) 'Competent Authority' in relation to the exercise of any power means the Administrative Authority concerned of the Board.
Ministerial employee: (As per MSR-2.41) means a board employee belonging to the PSEB ministerial services class-3, whose duties are entirely clerical, and any other class of board of employees specially defined as such by general or specials order of the board. Note: Those members of class-2 service whose duties are predominantly clerical, shall be classed as ministerial employees for the purpose of this regulation
